Buying Property in Montenegro: Key Steps
1. Choosing a Property
Select the property that meets your requirements (location, size, type, etc.).
2. Verification of Legal Documents
The main document is the List Nepokretnosti (cadastre extract), which shows the owner and any encumbrances.
Verification is usually carried out by a real estate agency.
3. Signing a Preliminary Agreement (if needed)
This agreement fixes the main terms of the deal: price, deadlines, deposit.
Often accompanied by a down payment (usually €5,000–€10,000).
4. Execution of the Main Contract
Signed with a notary.
The notary checks all documents and registers the contract in the official state registry.
5. Payment
As agreed: cash, bank transfer, or digital currency (all payment methods are negotiated individually with the seller).
6. Registration
After signing, the notary sends the documents to the cadastre for registration under the new owner’s name.
Registration usually takes 1 to 6 months.
7. Receiving the Cadastre Extract in Your Name
Once the registration is complete, you receive an official extract confirming ownership.
8. Payment of Taxes and Fees
Property transfer tax (for resale properties) ranges from 3% to 6% of the cadastral value.
It must be paid within one month after the transaction.
Special Notes for Foreigners
Foreign citizens can purchase property in Montenegro as individuals, except agricultural land, which requires a legal entity.
Buying property also grants the right to obtain a residence permit for 1 year, with the possibility of extension.
